I saw that there is a "user control panel" with an "add album" button, but I cannot find it. Can anyone give details on its location?

On the second bar in the left there is a pull-down menu for your personal galleries.

I see that new members are not able to create new albums until they have reached a postcount of 10.
This restriction is done to block spammers.
