how to turn 5bit thermometer code turn into 2.5 bit binary code ?

another one is how to add 0.5b redundant bit to TDC?

Circuit consist of five D-flip-flop , top side have five delay Line ,down side five delay Line too , top side always always positive edge trigger first ( pulse wave)

in code , or in hardware,
a simple look up table is easiest for 5bits,

 

You can use an 8-bit priority decoder such as the CD4532 to convert the 5 bits to a 3-bit binary code.
It will give the binary value for the highest value in your thermometer code.
