    how to 2.5bit Vernier TDC thermometer code output turn into binary output?

    My situation is , I make five D-flip-flop to make 5 thermometer code (due to Vernier TDC can use two pulse signal to generate thermometer code) , how to turn 5bit thermometer code turn into 2.5 bit binary code ? another one is how to add 0.5b redundant bit to TDC? sorry for my poor English...
