HIKVISION SMPS repair(12V,10A)

This is an SMPS (12 Volt, 10 Ampere) from the company HIKVISION. Someone gave it to me for repair, but I don’t have much experience in this kind of work, and I’ve never fixed one before.
The SMPS is making a “tick-tick” sound from the output side, and the green LED light on the output is blinking . When I checked the output voltage, I got around 5.1 volts instead of 12 volts.
What could be the possible reason for this issue? And what are the step-by-step things I should check to troubleshoot it?
If someone could explain the testing steps, that would be very helpful.

Let's start with the fact that you can buy a 12V, 10A (or more) SMPS for just a few dollars. Here's one:

Is it really worth your time to avoid that expense?

Secondly, it's notoriously difficult to repair an SMPS. Having an oscilloscope helps but it's still a challenge.

The most successful and easy approach is to replace all the electrolytic capacitors, as cap failure is the most common failure mode. I briefly looked for bulged capacitors in your pictures but didn't spot any. That doesn't meet one or more have not failed. If you have an ESR meter, you could test the ESR of the electrolytic caps and possibly find the ones that have failed. A cap will fail on ESR before it fails on capacitance, so measuring capacitance is fine but may not expose the problem.
