Not as much brute force as I would use ....If I were designing it I would have the flywheel container bolted into the boat , no movement , axis vertical , this would stabilize totally , but put more stress on the hull ...

They have the flywheel rocking on gimbals and electronics controlling dampers ... very complex and expensive design ,and not as effective , this can only be to do things gently and not destroy the boat ...

Much better to design the boat to take the extra stress and fix the flywheel in ...

No, I don't think you want the boat trying to stay level fore-to-aft when it goes over a large wave.

Also, fixing the gyroscope axis, would cause the boat to precess when the gyro was doing its thing.
That's why the boat gyro is free to move in one axis.
