Hi-Link Enclosed Devices. What's the point for additional Components

Does anybody know why additional Electronic components are required for the AC/DC Hi-Link Enclosed Modular Devices? I mean, the reason you use such A devices is to avoid having to add more Components. Fuses I understand. Just not the Capacitors, Resistors, Coil and so on. See pic below.

The MOV is for over voltage protection, the choke is for noise suppression, the capacitors are for filtering/noise suppression/stabilization.

Yes but, why wouldn't they include those in the device itself.?
Which values would you choose for those additional components. How many different models would you need to cover all of the use cases? Seems like it might be much greater than one. That would be economically ... unwise. In the end it all comes down to money, ant not losing a crap ton of it on a boneheaded idea.
