If this is for a product to be sold to the public then it will be subject to legislation, e.g for safety, radio interference, disposal etc. Does you budget allow for the necessary certifications?

where have you seen any rules about product disposal?? That could be a benefit . As the circuits shown have not shown any possible source of RFI those rules will not apply. Except with a processor, if one is added.

Smells more like a research device than something for the general public.

While an A-B randomizer is easy to do with one gate, it can be done without a clock. Still, there will be switching circuits to drive the LEDs and perform the timer. So even if there is nothing oscillating with a fundamental above 10 kHz, the device might still need FCC certs. Separate from that, the IR or laser beam . . .

Much of this could be done with one LM339 . . .
