What's it out of?

Given 4 wires its hard to see how its a flip-flop? unless just a simple divide-by-2. ECL maybe?

My better guess would be an RF device, e.g. a mixer, a dual-gate MOSFET, dual varactor (tuning diode) or similar, but nothing pops up on 696 or 549
