Could you produce a schematic focused on that chip? Have you identified what chips is it supposed to be driving?
Good point. 12 pins is a lot for a single chip converter as well. A real head scratcher.It does have a very large number of surrounding small resistors and capacitors compared with most single-chip switchers.
