Has anyone ever heard of active clamping circuit in electronic design?

this circuit must play the role of the TVS protection diode, but it is made with active elements such as mosfet and bjt.

OK, I seem to have missed seeing the :" this circuit must play the role of the TVS protection diode".
Active clamping is alive and well and sometimes there is no other option.
