An op amp such as the one you describe can still be useful, what would be criminal is if the manufacturer gave the idea that the inputs and outputs were rail-to-rail.
Take what may be the most popular single supply opamp, the LM358 and its family. Still in production!
You can read a datasheet but there are many people who can't quite do that yet.
