As stated, it makes sense to me. If the WOW (weight on wheels) sensor tells the computer that the aircraft is still on the ground, the system denies a pilot request for more thrust.

The question is, would Boeing, GE, or Honeywell ever accept responsibility for a flawed control system design?

In 2003, a Boeing 727 was stolen from Luanda Airport in Angola by two men who boarded without clearance, turned off the lights and transponder, and took off with 14,000 gallons of fuel. The aircraft, previously owned by American Airlines, had been grounded for over a year and was reportedly being refurbished for cargo use. Despite investigations by the FBI and CIA, the plane and its crew were never seen again, and no wreckage has ever been found.

Obviously, the plane was repo'd.
