During the incident, two hail suppression aircraft were operating below the updraft area of the thunderstorm cell, introducing silver iodide, dissolved in acetone, into the cell. Whether the silver iodide introduced into the thunderstorm cell affected the reflectivity relevant to the weather radar remains under investigation.

And all this happened way before Evil Knievel's antics became popular:

Two people died and at least six other people were seriously injured by flying debris. Ernest Darnall, who was sitting in a mesquite tree at the time of impact, was hit by debris and was killed instantly. One Waco photojournalist, Jarvis Deane, lost an eye. A Confederate veteran who was present for the crash told the newspapers the scene was like a Civil War battle, with people falling all around him. A heavy smokestack, blasted skyward, fell within the danger area, and two heavy trucks lifted off the ground by the concussion.

If it's 'Weapons Free' because of incoming threats then it's like WW2 during a kamikaze attack. Every ships captain prime directive is not to get sunk. Close in weapons systems are on full auto and they don't care about IFF. If the radar and sensor track meets the threat profile, it get's shot at and the friendlies have the responsibility to get out of the way.

Don't know what weapons system was used to down the aircraft but CIWS is likely if the plane got too close.

CIWS contact target identification

The CIWS does not recognize identification friend or foe, also known as IFF. The CIWS has only the data it collects in real time from the radars to decide if the target is a threat and to engage it. A contact must meet multiple criteria for the CIWS to consider it a target. [citation needed] These criteria include:


A sailor sits at a CIWS Local Control Panel (LCP) during a general quarters drill.
  1. Is the range of the target increasing or decreasing in relation to the ship? The CIWS search radar sees contacts that are out-bound and discards them. The CIWS engages a target only if it is approaching the ship.
  2. Is the contact capable of maneuvering to hit the ship? If a contact is not heading directly at the ship, the CIWS looks at its heading in relation to the ship and its velocity. It then decides if the contact can still perform a maneuver to hit the ship.
  3. Is the contact traveling between the minimum and maximum velocities? The CIWS has the ability to engage targets that travel in a wide range of speeds; however, it is not an infinitely wide range. The system has a target maximum-velocity limit. If a target exceeds this velocity, the CIWS does not engage it. It also has a target minimum-velocity limit, and does not engage any contact below that velocity. The operator can adjust the minimum and maximum limits within the limits of the system.

Imagine the pilots fighting that plane all the way to the landing. BZ People actually walked away from that.
