Getting an error while burning hex code into ATmega16 microcontroller

I am trying to make a simple circuit (glowing LED) using an ATmega16 microcontroller. While burning the program into the microcontroller, I'm getting an error :
avrdude: error: usbasp_transmit: usb_control_msg: sending control message failed, win error: A device attached to the system is not functioning.
I don't know where I'm going wrong.Screenshot (8).png . Please help me!!!!!!Here is the output:
