It usually means that a slight non-parallel alignment of the motor shaft and driven shaft can be accommodated.

Depending on how much power and RPM, you can also use a piece of flexible vinyl tubing (hose).
I would agree, I would use something like Automotive coolant hose cut slits 1/2" 1/4" etc depending on the size shaft your looking for don't exceed 4 slits from the middle to just where you plan on attaching it clamp etc.

I doubt you need a flexible shaft for that. The pcb is already flexible enough and won't cause enough stress on the motor's shaft if it's rigidly coupled for you to worry about.

But for whatever reason the flexible ones seem to be cheaper and more plentiful. At least on eBay / China.
