Faulty SMPS for Yamahaa RX-V1079. Power Amplifier .. #2

I got Yamahaa RX-V1079. There is no 18v, +5v and -5v output in the SMPS. Please advice me if you can help in any way. Thank you

post the full circuit, looks like there is a 7 pin chip probably a TOP type or Viper, you need to do some voltage measurements.
