How to insure that the attached EMI is not faulty.

The resistance between the top left (L) and top right (1) (Your picture is too out of focus to read the numbers,) connections should be much less than 1 ohm. The resistance between the bottom left (N) and bottom right (2) connections should be much less than 1 ohm.
The resistance between the top left (L) and bottom left (N) connections should be greater than 100K ohms. This test should be done using an insulation tester that applies a DC voltage about 500 volts to ensure the capacitors are not breaking down.
These test will only check that it is working well enough to work in your machine. It will NOT test that is meeting it's filtering specification. You would need very expensive test equipment to check that it met this part of it's specifications.
