Does SFP28 Optical Module Compatible to 16Gbps?

I have recently building a project and it require 16Gbps data rate. The FPGA board only has SFP cage, so I am searching SFPs online. But all of the SFPs not clearly state it support 16Gbps data rate. My question is can I buy a SFP28, which can run up tp 25.78125G, and make it run at 16Gbps? if not, are there any other options? Like a SMA coax cable?
 
I think you should be able to use a 25G SFP DAC. Its basically just a coax cable.

I dont think SFP optical modules are meant to work at different speeds, but I have seen 25G modules work at 10G and 1G. Might depend on the module.

What is the protocol of the interface? You may also need to ensure your output driver settings are setup correctly. SFP's are with a differential impedance of 100 Ohms. Some protocols expect a different output impedance. PCIe is typically 85 ohms IIRC.
