In reply to the original question. Flow, yes but in context it is not the most accurate terminology for circuits.
It is more common to say that the electrons are transferred in electro chemistry, one example is called a redox reaction.

Below is a statement where the term flow is being used with other terminology for an electric circuit.

Amperage is the one-word term for “electrical current,” which is measured in amperes (amps). It describes the amount of electrical charge that is flowing through a system or alternately the maximum amount of electrical current that a system is capable of handling safely.

If you can learn all these terms it will finally become clear how flow can be used in different context.
