Shield braid from a wire usually intended for cable TV installation is not a great idea for other things. It is indeed close to #14, or possibly #13 wire, presuming no strands are damaged in the outside insulation removal process. I am trying to imagine what sort of application would benefit with that open bare conductor.

I don't know what the TS is attempting to accomplish, but I recall back when I was a boy - and yes, they had "Boys" back then - I used to take the beaded section of cable like that to use as brush contacts for a slot car. After a while the brushes wear out and need to be replaced. In some cases I found them too thick for my application but I used them anyway. After all, I was just a boy with a toy and I wanted to make it work again.
