Note that pot RV1 is incorrectly connected.
It should be connected between the cathode of D1 and the anode of D2 with the pot wiper connected to pin 2 and pin 6, so that it can adjust the duty-cycle of the square-wave output from the 555.

If you got that 555 circuit from the internet, you miscopied it.

RV2 for the duty cycle and RV1 for the frequency as I read in the description of the circuit

Okay, I see that now.
But that's an unusual place to put a frequency adjusting pot for a 555 as it also affects the trigger point and, at some adjustment frequency the 555 may cease to operate, but it should work over a limited range.
