Judging by the apparent symmetry I'd guess the two tabbed transistors provide a push-pull oscillator drive arrangement for the primary of the bigger transformer. The smaller 'transformer' may be a just a choke.
It probably uses this topology (below) but without the snubbers (.01 uf capacitors and 22 ohm resistors) and probably without the output rectifiers and filter.
One transistor will be on until the base drive transformer saturates then it will turn off, which in turn turns on the other transistor until the base drive transformer saturates in the opposite direction.
