The first is a delay relay which will not give the cycle timing you want.
This, however should work.

You should be able to use that to control the second item L298N Motor drive board to power the motor.

This all seems like a lot of work to control 75 mW.

2.5 V and 30 mA at the motor means a single 117 ohm resistor to 6 V. So a 2-resistor voltage divider of two 233 ohm resistors from 12 V to GND forms a thevenin equivalent source of 6 V and 117 ohms. So -

Start with a 555 running on 12 V at a 50% duty cycle.
555 output goes to one motor lead.
The other motor lead goes to the junction of the two resistors.

That's it. For a "perfect" 555 output, the motor sees +/-2.5 V at 30 mA in alternating polarities. To give the motor some single-resistor speed adjustability, I would decrease the resistors to 200 ohms each and put a 50 ohm pot in series with the motor. Worst case dissipation in the pot is less than 0.1 W.

Could you sketch that out please? It does sound much simpler to accomplish this task. I really appreciate you taking the time to help me.
