The following information are tested and measured...

multiple input voltages, with corresponding encoder binary bit and no load current...

The question is asking for the following:

1) corresponding angle changes. [I don't know a mathematical relation for that]
2) no load speed. [V = IR +E, E=wk, T=Ik, but T=0 and I =0 so E=V]
3) speed constant.
4) input power [I think P=IV so this part is solved which is the relation between input voltage and no load current]

can anyone help...

Nobody has answered because the question makes no sense at all.

AK is right! This sounds a whole lot like one of the questions at the end of a chapter in an engineering text book. Probably a book on motor drive systems or motion control. Without the whole description it is not possible to even guess at an answer. This is why it is important to attend every class session and pay attention. Without the complete question, specifically the description of the system being measured, nobody will be able to offer any assistance.
