I think that I have seen electronic fuses in the "power" section of my favorite circuits site:"Schematics for free.com". Usually not much, if any, explanation or BOM details, but complete circuits. ALL available as PDFs, which is handy. You may also find circuits under products, in that section.

An adjustable constant current feedback ckt should work, this allows you to 1) adjust the current to torque needed, and 2) the ckt dynamically adjusts to maintain the torque. Not sure if the torque needs to be adjusted when in use.

If you don't need that sophistication of control, driving gate of power FET in non-linear region will control the current.
