I read somewhere here that they were looking for a data sheet for the ANA618 which is a small four pin IC found in a lot of Solar Garden Lights
This is the closet thing I have been able to find.
At least it shows what pins do what.
I also discovered that there are several other chips with different numbers such as 8XY05 and 8020 I think this is correct
These chips have to be doing the same thing as they all use the same parts.
