Look in the library to see if the D-sub connector is there. If it is, pull it into a schematic. If it isn't, create it and pull it into a schematic.
Create a symbol for the Hall sensor and pull it into the schematic.
Connect the two components with signal nets.
Export the schematic to the pc board layout program.
Define the pc board shape.
Route the connections.

I have both components, I just don't know how I'm supposed to connect them and which pin is connected to where?

Which pin depends on the components and what you want them to do.
Why do you want to connect them?
What are you trying to achieve?
What does the D-sub connect to?
You have given us absolutely zero information about your components and your circuit. What kind of response do you expect?
