I shouldn't treat the all-pass filter and a constant phase shifter as the same because they aren't. A constant phase shifter makes use of all-pass filters but maintains a constant phase shift over a given frequeny bandwidth which the all-phase filter does not. Constant phase shifters are shown in this thread attached to posts # 29 and # 33. Like the all-pass filter, I believe that the constant phase shifter also would distort the waveform of a complex signal.
