And did you put all the files in the sub directories where I stated?
You can't just dump them all into the lib folder.

Where exactly is the CD4000_v.lib file?

The folder Digital.zip was unzipped to the sym folder, and the folder CD4000_v.zip was unzipped to the lib folder. What I corrected was unzipping Digital.zip to lib\sym\digital.

If CD4000_v.lib file is in the lib folder than I don't know what it's not being found.

My OS is Windows XP. Would that make a difference? If necessary I could switch to running it on the laptop that I'm using now with Windows 10. I would rather use my HP tower computer and large keyboard for LTspice.

It shouldn't affect where LTspice looks for the file.
Can you show a screen-shot of the file in your lib folder, such as below?

I also noted I have a copy of the file in the \cmp folder so you might try putting a copy there also.

The two things that I did that enabled running a simulation were newly installing LTspice IV and unzipping CD4000_v to the \cmp folder in addition to it already unzipped to the \lib folder. Thanks for helping me to do this, it is much appreciated; my apologies for the bumpy road.
