command syntax for client-server communication between mobile phone and ELB-REV4 board?

We are doing an IOT project using them with android phone as client and ELB-REV4 acts as server, I am also new to the product

Please provide some useful suggestions.

Who is we? Is this schoolwork? Don't expect much given the limited information provided. Maybe you could cough up some links to datasheets for starters.

Yes you can perform a client server application between ELB-REV4 and the Android phone using either LTE modem or using wifi you can exchange IP packet between the 2 devices.
