Im trying to write vhdl code specifically on (CD40102B) counter, for the datasheet is here:

is there any one who can help me how to start, I'm kind of stuck and don't know where and how to start.

I suspect we have a language barrier here, but you can't write VHDL to configure this device.

Are you asking how to use one that is connected to a device that can be configured using VHDL? Or, are you asking how you could implement the functionality in VHDL?
