Assuming the HV includes both a DC component and an AC component, then The DC output is a divided down version of the HV suitable for connecting to a DC meter, e.g. multimeter, that couldn't handle the full HV voltage.
Capacitor C1 allows only the AC component of HV to pass so the AC output is just that AC component,

i would like to know how the circuit was designed and why specific components are used
Could you Please help me if possible by doing calculations

The reason for choosing particular component values depends on what the expected input is, what use the circuit is to be put to, and what would be connected to the outputs.
