If you do not have even a multimeter to measure voltage then probably you also lack the items to do the test that I suggested. Are you even able to solder the connections to connect a replacement driver module???

OK, the additional items would be a common light dimmer and a diode such as a 1N4004. The filter capacitor could be the black one unsoldered from the failed driver circuit board. For that, polarity matters a lot.
And a bit of wire to connect things. Also a power cord to supply the mains power. The dimmer will be the expensive part of the project, but then it can be installed to dim one of your lights, possibly.
