Charge Management 4 Cell 18650 battery pack for Raspberry Pi 3

I need to power a Raspberry Pi 3B+ on the go and I need a battery system that will give me plenty of battery life. I settled on a series/parallel arrangement of 18650 cells providing 7.4v. Now I need a way to balance, charge, and protect this battery pack and I can't seem to figure it out; any suggestions?
