May I know is it possible for a circuit to have full bridge in Center Tap Transformer with just a load and a capacitor ?

 

If you have a center-tap transformer than why do you want a bridge?
You can use a full-wave rectifier configuration with just two diodes.

Of course you can connect a bridge to the two outside terminals and ignore the center tap if you want a higher rectified voltage.

Is the given output 9V is in Vrms, Vdc or Vave form?

 

The transformer output voltage will be specified in RMS at full load. Expect the voltage to be higher at lower loads.
