No we cannot with the little information you have provided.

What is the LED supposed to do?
What function is the CD4013 flip-flop supposed to play?

I just want to see as how CD 4013 will work as of now the led is just for lighting purpose only

Why a CD4013 -what would you like to see it do?

How does the CD4013 interact with the LED?

There is no standard application of a CD4013 and an LED and if you tell us what you want to do you can get an answer quickly.

Be aware that the CD4013 can't source or sink much current (a few mA only), so don't expect to be able to illuminate the whole street with your LED unless you also have a buffer stage between the IC and the LED.

With a little adjustment the circuits will work for a 74HC74, which has a bit more drive current, but is limited to 6V.
(Set and Reset are operated by a low-going signal, so swap Q and /Q in @Bordodynov 's circuits.

Below is a simple push-button operated toggle circuit using the CD4013.
It alternately turns the LED ON and OFF with each push of the button (PBSW).
R1 and C1 delay the feedback to the D input to ignore the contact bounce from a mechanical push-button (shown by the multiple fast pulses at the start of the first pulse (yellow trace), which almost all mechanical switches have (the exception being those with mercury-wetted contacts).
