Car remote control issue no signal sent

How do you know that the fault is with the transmitter and not the receiver?

And no, it isn't possible to identify a faulty component just by looking at a board - unless something is burnt or broken.

When using a frequency counter nothing is being sent when either button is pressed.
What is the frequency range of the counter?

That's generally not a valid test of the remote.
The signal may not be large enough to trigger the counter or the counter may not have a sufficient frequency response.

Do you have another remote that works with the car?

The frequency should be 433Mhz.
I have others that when the buttons are pressed I see the red led glow and the frequency counter shows 433 on its screen.

With this item in question only the red glows and nothing is shown on the frequency counter.

In that case it does appear you have a faulty remote.
And I don't think there's an easy way to determine what's wrong with it.
You will likely need to buy another. :(
