The first thing to do is to measure the current drawn by the red LED section, since the turn signal amber LEDs are not involved.
Once the current is known, you can experiment with a variable voltage supply and determine what voltage provides the brightness that you want.
There is a caution here in that, depending on the vehicle model, the control computer may find some complaint about the changed current requirement with the additional LEDs.
Also, those would not be parking lights, but rather tail lights, as they would be illuminated when the headlights are on.

So really what you need is a power FET transistor, or two of them, to switch them on from another power feed. I had to do that with the trailer lights connection on my Caravan.
