capacitive measuring ic that is capable of measuring 0-200pf value

Is there such a thing as 0pF? Is it measurable?
A few years ago there was a construction project, "The FemtoFarad Meter" that looked technically sound and was quite detailed. So what there definitely is, exists as 0.??? pF, that is to say, values less than one pF.
And given that reputable companies still sell ACCURATE and stable capacitance meters for over $1000, and those who know, buy them, it does not seem reasonable that ebay offers any of the cheap products that are actually useful.
Digits of resolution are not the same as digits having any amount of accuracy.

Kind of like measuring a 0Ω resistor with precision?
I try to avoid uing the word "precision" because it can be misleading for some folks. Accuracy and resolution are far more informative. And on my one meter it is difficult to read the difference between a short circuit and a 0.47 ohm resistor, while on the auto-ranging 4 1/2 digit meter it is simple to see the difference.
