Can I run any 3 phase air conditioning compressor with a 220V VFD assuming the VFD can handle the working load?

The reason I ask this question is because, in the past, I've replaced an original inverter board with a "universal inverter board" - I was required to locat the model number of the compressor and change the dip switches on the universal inverter to work specifically with that compressor.

Are the windings different in each of these possible compressors that are compatible with the universal inverter board?

Would I have to modify the signal coming from my standalone VFD to operate a specific compressor?

Just to clarify I'm in USA

For a standard 3ph induction motor, there should not be a problem, Air conditioners are usually designed to only initially energize in the low current stage anyway.

Different compressors can have different startup current versus time profiles, to limit the inrush current, and since the VS drive can be adjusted to handle that, it should be. A "universal" inverter board needs to be set for the horsepower rating and internal resistances and voltage requirements of the motor. In addition, there are direction of rotation setting requirements because not all compressors rotate the same direction. Even for piston types, direction may affect the lubrication.
