Yes, it can produce 1mHz. If you want 1MHz, yes, LMC555 can do that too.

Goto the menu icon which is the 3 horizontal lines in the upper right corner.
Click on TOOLS, then Calculators then enter "555 Timers" in the search box.
Scan down and select 555 Astable calculator.

 

How "square" do you need the waveform to be?
What are the maximum rise and fall times that do you can accept?

 

Why do you want to use the 555-timer IC? It is not stable. A quartz crystal oscillator can be stable and accurate to better than 10ppm.

 

It might be the master clock for SID6581. If so, it will need to be stable (a crystal oscillator).

You can buy a 1MHz crystal oscillator module. You supply +5V and GND and it outputs a square wave clock signal.
