Can anyone tell me what this cable is called?

Right, now it makes sense. What you have is an old-style air discharge gun. The Lemo connector is plugged into an ESD simulator which generates a specific pulsed voltage, typically 7kV and a few 100uS wide pulse (simulates the ESD of someone discharging themselves) and the gun is brought close to the equipment under tested (EUT) until a spark discharges the 'gun' into/across/near the EUT and its effects noted. This is done under controlled conditions on a special table (for small devices) which acts as a ground plane.

This is normally done by, and at, specialist ESD test houses.

A modern ESD tester incorporates that in a hand-held device

Not sure what your expectations/plans are...

I will have a controlled environment. Can those ESD simulators still be picked up nowadays?

Link and/or spec? I'm not an expert, though I've used ESD kit before. I should point out that ESD testing to satisfy your own need to know your project is ESD safe is very different from ESD certification (as required by some govt, military or eg health service/infrastructure customers), which must be done by a recognised test facility.
