As per title...! It is a 240V mains-powered LED light driver PCB. There are 2 identical PCBs - one each powering a row of about 120 LEDs apparently in series...? One IC has blown (spider shorted it out?) the other not.

 

A package with pin 7 missing tells me it's a flyback converter or a high-voltage buck regulator, especially as there is a 600V high speed diode in the vicinity. Is it 1.27mm pitch or 2.54mm pitch?

 

1.27... and here's the full PCB is it helps... (mains N (left) and line (right) input at the top of the 1st pic...)
