Get your hands on a desoldering station and you can likely pop that thing right out. I've got one and it is the handiest thing in the world next to hot air when you need it. Note that even with this thing, it sometimes helps to add fresh solder on top and some flux. Jump to about 21:00 to see it work:

 
If you know it's bad, cut it out first. Make the leads short, but not flush.

Add solder. That's right add solder and use the solder sucker.

Chip-quick makes a solder that lowers the alloy melting point.

Almost any tin-lead solder will lower the melting point. +1 on adding solder - as much as the pad can hold. Get a heat gun and heat up the board to around 100C, or even a hair dryer, then try desoldering. To be successful, you must put in more heat than is being pulled away.

To do this kind of work, you are going to need the proper tools.
