I have been trying to fix a Martel Bathroom wall heater for a friend. Everything components seems to be working properly but when wired there is no heat. If I direct wire the heating coils they get nice and warm. The fan when hooked up works as well. The reset has continuity when closed and none when open. When I connect the unit to a 220V source the fan spins, the on/off works but no heat. I'd greatly appreciate another set of eyes looking at how it is wired and let me know if I have mis-wired the unit. Any and all help is greatly appreciated.

Do you know why there are two ON positions? Did you ohm out the on/off switch to determine how it works?
