I have been attempting to re-create the following project with no success:

From this individual Insructables page (http://www.instructables.com/id/AVR-HVSP-Fuse-Resetter/) I located the following schematic which is much easier to read than the original:
I currently have all the required components for this project, the segmented LED display I am using is the common anode type. I have been able to get the segmented display to illuminate (first character) and blink but nothing else is functional.
My goal would be to build this first on a bread board and once working create a more permanent project with some perf board and such. Would anyone be willing to lend a hand and assist with a bread board layout from the provided schematic?
