I am trying to build a replicate of this old Avon toy my mother has but with leds. She has had it so long that the blue and green lights dont work anymore. She got it from her mother who order it from an Avon catalogue years ago. All I need it to do is change from red to blue to green in a few second cycle. Use a 555 timer and cd4017 clock chip to cycle the colours.

The OP did not ask how it worked on the original. OP asked how to fix it. Chances are he OP does not know. No one may know except who designed the chip as these chips are often a single custom made chip.

 

LEDs or lamps? I have never seen one in action.
