I am trying to track down a short on a scope clock.
My question is, when removed between PIN 10 and PIN 20 there is a short on a AT89LP4052 IC. Is this normal?
Depends on what you are using to test for a short. Many multimeters use their internal battery and maybe a series resistor to measure current. Depending on how you hook up the probes and what voltage is being used you may have just toasted the the part. It is also possible that you powered up the part and measured enough quiescent current to "look" like a short. This is not a reliable test to perform on a chip in or out of the board.
