i am very new to altera and i have downloaded version 13.00 quartus. but it is asking for licence.
can i use it for learning purpose.

You should be able to use the software without a license for Altera's lower end products.

 

I've done this a few times. The web site does not provide a clear path to installing the free version, but it can be done.
It looks like you are trying to target Cyclone II/II maybe?
Go here, select your version, and download it. There is something called the "Licensing Center(?)' that will guide you through the rest.
