Such ignorance is by design. The law enforcement industry is not actively seeking high IQ types, but desires those slightly less inquisitive and more likely to blindly follow directions without much thought to what is behind the directives.
It is a complex problem with many causes. Being realistic, your low level officers are going to be poorly paid and you can't expect to have bright people there. Bright people can find better employment elsewhere. So you have people who are not the brightest and who are given leeway. You catch a cop on a bad day and you are in trouble.

Another problem is the paranoia level in America. I understand perfectly that it is not the same to face an unknown packet or device in Norway than in America than in Israel. The expectations as to what might happen are vastly different. You cannot isolate the guy who overreacted from the environment around him.

In my view a lot needs to be done to diminish tensions, create a more peaceful environment, at home and internationally.

Many Americans truly see themselves as being under attack from outside for no reason. Under president Bush II America decided to kick some ass in revenge and went and did so with much chest thumping. That ignited the mess we now have in the Middle East and the worst humanitarian crisis since WWII. America is the first to use violence when it suits them but to claim violence against America is never justified.

Really, we need to calm down and think a bit before rushing into violent, stupid "solutions" that just make matters worse.

My two cents.

Your perception of history is charmingly contemporary. The ME has been on fire for pretty much all of recorded history.

The world is a dangerous place...it always has been. It's fine to dream, "Can't we all just get along?" But most times, real peace can only be achieved via superior firepower.

That's just the way it is.

Edit: Oh, and the US does not have a cop problem. It has a thug problem.

Edit 2: Also, the US has been fighting militant Islam since its [the US's] inception. Research the Barbary Pirates.

The whole world has been on fire since it was created. After WWII the victors said "enough is enough" and set a "new world order" where countries would respect each other and not use force. Unfortunately, human nature being what it is, as soon as they saw it convenient they broke their own rules. Since WWII no other country has started or been involved in so many wars as America. And after a while we learn they were all started with lies and false pretenses. President Eisenhower warned about the military-industrial complex taking over and that is what has happened. America needs wars and if it doesn't have one it will start one.

If that is America's policy and way of thinking and policy then don't give me any crap about America being morally superior because that is exactly the same thinking of Al Qaeda and the Islamic State. Over there they have the firepower and they use it just like America uses it.

And the sad thing is that this mess was started by America wanting to show off its masculinity. The situation is the Middle East was relatively stable and contained until Bush and Yahoo America kicked the beehive. Intelligent Americans and the rest of the world were saying "don't do it" but Bush went ahead anyway.

It has a violent mentality problem. Other civilized countries do not have that problem because they do not have that mentality.

And the third world has been fighting American (well, Western) colonialism and imperialism since before that. America and Britain have been fucking with the Middle East for some centuries now. The history of Iraq is a history of American intervention with the sole purpose of securing oil supplies. America, the West, we are in ni position to preach morality until we start practicing morality. And, in the meanwhile, let us not be hypocritical and pretend we are better. We are just better armed but that does not make us moral.

By the way, the girl on the right is better armed than the one on the left. Remember Hell has no fury like a woman scorned, so if you piss either off, you could be in trouble.
